A uniformed municipal police officer in Tijuana wearing a mask. Normal? For the base line of the environment, it actually is very normal to patrol officers wearing mask's. I was sent this picture by a student that was kind of alarmed about him being outside of coffee shop he was in with his family.

A few things to note before you travel into any urban environment. Know what the uniforms look like. Know what the cop cars are like, what guns are usually carried by police and specifically, start to creat a mental check list as far as observation... If one thing is out of place, like sneakers instead of 511 boots or a 45 instead of a 9mm. Then you need to start thinking disruptively.....and exploit his social media addiction. Stillness Is death. -
